That would depend. If you're going on foot, and have no access to the shortcut, it would likely take roughly...a month, I would say. Possibly a week more. Riding a Pokemon would shorten that by a week or so likely. If you've access to the shortcut - which would require someone who is there and has in their possession a Wailmer pail - I would say about half that time.
Of course, after obtaining the Violet City gym, you're able to ride a Pokemon who knows fly. Flying would be much, much quicker if you were able to either borrow a Pokemon who knows it or borrow the HM itself from someone.

But if it's not a borrowed Pokémon, if it's Pokéball is still in the possession of it's original owner and it's just coming to pick me up, I'm assuming the badge wouldn't be required still, right?

...I'm...not sure. I've never thought of that, nor have I attempted that. I suppose, logically, it wouldn't be required no.
If anything, it would be worth a try if you're able to.
