Selective Colour
Colour Fill

STEP ONE
Crop your image 100x100. If you need to, add a screen layer. I did not have to. Do whatever else you do before colouring an icon.

STEP TWO
Goto Image > Adjustments > Selective Color > Blacks > 100

STEP THREE
Add a new color fill layer (Layer > New Fill Layer) with this color #0b042b. Set this layer to Exclusion @ 100%

STEP FOUR
Add a new Selective Color layer with the following settings
REDS: -100, 100, 100, 100
YELLOWS: -100, 0, 100, 0
NEUTRALS: 65, -20, -50, -15

You may stop here if you like

STEP FIVE
Add another selective color layer with the following settings
REDS: -100, 0, 100, 0
YELLOWS: 100, -50, -100

And you're finished! Just add some textures, text, etc.
