As fond as Gai may be of spandex, I highly doubt he was the one going through doors and dressing so many people up without getting caught.

But it would have been a very interesting idea to sneak in to peoples' houses to put capes on them! And then for quite a time many would probably think it was the Tree and then be confused when they were able to take them off!
