If it makes up an adjective-like descriptor (point in case), I use hyphens. Thus, a 10-cm lizard has a length of 10 cm. However, I find I prefer the germanfreighttrain for small, two-word combinations that are often used, such as "lowpass filter". However, I have no idea what a "fishwife" is.
Also, "issue" is not synonymous with "problem".
