Jen - Regrettably, a quick search on the 'net finds that this appears to be a hoax. I found three sites, attributing it to 'robin, a girl [someone] works with', to a senior citizen and 60+ year resident of New Orleans, and to a resident of Baton Rouge. None of those characteristics matches the 'war zone, gun present' commentary of the letter. The EARLIEST appearance is found in the forum of a website called barrelhorseworld.com. The entire posting community on the thread reads like a self-congratulatory strokefest of the right. So geography and ages don't match, though apparently gender does.
I DO think it's interesting that the letter takes the time to effectively hit each major republican talking point... 1)It's the Media's Fault we think it's a black thing, whites got hit too, BUT 2)in New Orleans, blacks ARE dirty scumbags, 3) blacks are LAZY, And the 4) Federal government was screwed over by ineffective locals in their efforts to help those lazy poor black looters. The MOST telling point is that this person has access to internet, working phone lines, and power for a laptop three days after the storm, but relies upon a 'battery operated TV'. This is the part which MOST betrays the hoax. The writer starts off with a hardship description to draw you into the letter and convey HOW upset about these 'lies' he feels. However, that hardship is inherhently, though not explicitly contradictory to the nature of the letter. You can't be getting TV via battery power, and have enough laptop power or undisrupted power line oriented services to post the email. No.
