"If I had the Devlin files, I'd have more leverage," Harvey told Nadine one night as they were lying in bed. He said it casually - it wasn't a question or a demand - just a statement, and a fact. If he had the files, there were several Gotham City criminals who he'd have information on.
Three days later, he came home late one night to find her briefcase out on the coffee table. That was...odd. She usually kept it by the door. He took a closer look at the files she had spread out and realized they were the ones he'd asked for...
Was this...intentional? Intentional-disguised-as-accidental? He couldn't help but feel bad. He was grateful for the information - which he quickly read and mentally stored away - but there was still something wrong with it. He was making her give up her ethics. He'd been forced to play the game differently by the Joker...and now...was it possible he was doing the same thing to her, albeit in a more polite fashion?
He felt guilty...and yet...he was already making plans to casually suggest she bring home more files at other points in time.
