Pete is the proverbial thorn in her side. It seems like she can't make a post anymore without everyone's jolliest ginger telling her to go to jail and not collect $200. He didn't come to the police force until after she'd left, so he doesn't know how much of the work she'd done---the force had been much more barebones then. Since she didn't leave the police on great terms, she's highly critical of them---and he's highly defensive, thus heads are butted.

She's a little bit conflicted when it comes to Pete, because though he's a bullheaded adult AND SHE HATES ADULTS, he gives her the feeling that he's doing it because he wants better for her. When he got that commendation for her, it threw her for a huge loop---he thinks that she's better than the brat she has been or something, and Nico was programmed by her evil Japanese parents not to lose face. It makes her feel flippy-floppy and annoyed with him for causing the conflict in the first place. DAMMIT PETE, IT'S NOT LIKE SHE CAN'T PUT THE BUILDING BACK TOGETHER AFTER SHE'S THROUGH BEING AN EVIL BLACK WITCH.
