I'd opt for a diamond brooch (or some sort of pin) in the shape of a marijuana leaf (unfortunately, I couldn't find a photo of this), and use it to secure the cape. Function and fashion. Plus, you'd probably look really powerful with a giant cannabis gem above your chest (but not if it were swinging and blinging all over the god damn place.. such as the case with the necklace).

I think it would look best with a chalice in hand.
