DRAFT RESOLUTION

RESOLUTION: EA I/
COMMITTEE: Council of Arab Environmental Affairs Ministers
TOPIC: Improving irrigation, water usage, damming practices, and swamp drainage among the nations of the Arab League
SPONSOR: Qatar

Recognizing that dams and drainage works have made an important and significant contribution to human development, and the benefits derived from them have been considerable,

Reaffirming that Large dams and drainage works have led to the loss of forests and wildlife habitat and of aquatic biodiversity of upstream and downstream fisheries, as well as posed a threat to the precious marshlands of the region,

Deeply concerned that the efforts to counter the ecosystem impact of large dams and drainage systems had met with limited success,

Be it hereby resolved that the League of Arab States:

1. Requests each government to address this pressing issue in its own way, while giving affected people the right to be consulted, adequately compensated, including resolution of past grievances, and protected by a fair and efficient national legal system;

2. Calls upon a decision process that asks for formal multi-step negotiations between all dam stakeholders. The steps include:
a. Recognizing the needs,
b. Choosing the options to satisfy those needs,
c. Implementing the design, construction and exploitation parameters of the selected option, only if it is a dam;

3. Encourages stakeholders to minimize siltation by vegetating slopes surrounding the rivers;

4. Invites Iraq and other riparian countries and international donors to give the existing marshlands a new lease on life by re-evaluating the role of water engineering works and modifying them where necessary, with a long term view to reinstating managed flooding;

5. Approves an integrated river basin approach involving the three main riparian countries (Iraq, Syria, and Turkey, as well as Iran for the Tigris tributaries) to manage decreasing water resources sustainable and reverse negative environmental trends in the region;

6. Urges riparian countries to re-initiate dialogue and adopt an international agreement on sharing the waters of the Tigris and Euphrates for the benefit of the people and nature, and to ensure an adequate water supply to the marshes;

7. Authorizes a comprehensive scientific assessment of the Tigris Euphrates basin, which should proved the scientific underpinning for the improved management of the twin-rivers; and

8. Deeply urges all member states to implement the said practices.
