I suspect that these were individuals who partook in the rioting in the middle of the month.

...Though there is at least one exception. The woman listed as "Arturia" would never take a life without justification, and she is far too lawful to have partaken in the riots. They may have included names such as hers to eliminate traces of a pattern.
