This is being Northern. It is looking optimistically out of the window at skies which have been pouring with rain all morning, and exclaiming "I think it's brightening up." It is putting your coat on and, whoever you are -- parent with little kids, recovering from illness, old enough to walk with a stick -- walking fifteen minutes to the parade road. It is standing waiting for five minutes, before receiving the inevitable message that it is cancelled "in case of rain", and walking back.
It is doing this three years running, and knowing you will also do it next year, and the next. Because the one year where you do not, and they actually run the parade, they will then cancel it permanantly due to lack of interest.
Northern - stubborn stupidity in the face of the inevitable.
