This episode had some good ideas and good direction, however it also had rushed and mediocre writing. Like you I felt nothing when Hawkman died in fact I was yelling at the screen for him to die already. I also felt that Clark barely had a presence in this episode however thats Genevieve Sparling for you. The Chlo-Lo I won't even lie I fast forward though that because I do not have time for a phony relationship watching that Phoniness with Oliver and Clark's relationship is enough. Clark really has no male friends at all. I wished he asked Chloe whenever she comes back to stand next to him it makes as much sense as Oliver.
I liked the scene that Lois had with Cat, it showed how Lois will be the one convincing the people of Metropolis that Superman is nothing to be scared of; even the ones whom are convinced of their side but are open like Cat to listen other views.
As for the proposal the writing and the acting as a whole could have been improved there,however I think the sound looping had something to do with that. I am a big supporter of Clark and Lois however I do wish the writers left the proposal for the end of the season.

I think the scene made total sense, if we're coming at it from Lois' side, and I agree, hers is one of the, if not The most influential voice in this whole heroes vs. vigilantes debate. I thought the scene did great by her, and I can definitely see how she might eventually influence opinions. I just still think Cat' sudden, complete about-face was a bit too much. A Cat in doubt? Sure. One seemingly hook, lined and sinkered in just 5 minutes? Not so much.
I'm OK with the proposal since I figured it would be happening anyways. I don't think there's any need, personally speaking, to show an actual wedding though.
