If you are not ready to but a tent yet I could probably loan you my nylon tent it is an 8x10 and relatively easy to put up.
Also for sleeping I saw Pirategirlee's advice about the cold nights.My trick is to actually use 2 air mattress on top of each other since they are not real expensive .target or wal mart carry them .It has worked for me as far as insulating from the cold and has the added adantage of being closer to the height of a bed and therefore easier to get up from .Also Ikea carries some nice sheepskins for about $20.They are really nice to put as a layer between the sheet and mattress.I find it adds a lot to the comfort of the bed.It will also help keep you warm but as an added bonus it can actually also help keep you comfortable if the night is hot as well . Pennsic weather can vary a lot during the event so be prepared for very warm/hot days and cold or hot/steamy at night.I also plan sleepwear accordingly as well Sweats are a really good thing to bring to sleep in for the cold nights and chemises or light PJs for the warm nights.
As for money I have been trying the last few years to decide before I go what kinds of things I want to get compared to how much money I feel I can spend. If you have an idea of things you think you might want to look for I can give you an idea of what things there will cost and what you will and will not find there.Yes I have the advance degree in pennsic shopping :)
Finally if you are at all able to I would recommend trying to attend one of the newcomers meetings .This time of year there is usually a focas on answering questions about Pennsic.

Yes, I could take you up on a loan of the nylon tent. I also got a question from duncan_mcguyver about where I am camping. I am guessing it is with Ponte Alto group but I don't know anymore than that.
