For all purposes, they may be considered highly intelligent AI operating under the restrictions of an unknown program.

The primary obstruction to the goal is the looping mechanism of the border of the town -- Though the encoded data constructing the environment is a simple sequence, the code itself is made inaccessible through the utilization of numerous complex barriers and other preventative coding mechanisms. Conventional means are incapable of penetrating this border. The vast majority of individuals are unable to interact with the data at all.

More importantly, the town is likely to exist on a separate plane of existence from the world with which you are familiar. Should the primary obstruction be neutralized, there remains the problem of returning each individual to the precise space-time of the dimension from which he originates.
