The Taiwanese Consulate mailed me back.
My chances of getting a Korean Visa in Taiwan, are now tied to getting a Certificate for Confirmation of Visa Issuance. So basically it's like a pre-screening for a visa. Problem is, given document processing time it might take longer than getting the Visa in Canada >_<;
At least if the CfCoVI goes through, I don't need to have that document sent to me from South Korea. Just need a confirmation number.
But once I have that confirmation number, I'm set.
It's a lengthy process, I need to fedex my application to Korea. They drop it off. 3 days later I get the number.
Might not sound lengthy but it does when considering documents need to be sent overseas. D:
