Well, the real reason is that when it happened they couldn't just undo it because it would invalidate the point of The Killing Joke, and if they undid it now, they'd be taking away one of the most iconic paralyzed characters they have.
I was under the impression that Alan Moore didn't intend for Killing Joke to remain in continuity ... ?
If they're going for "having a disability won't end your life" angle with Barbra, it's awfully disingenuous when other bat-characters regain the use of their legs, yet Barbara Gordon is continually passed over.
Honestly Damian's not supposed to be in continuity, either. He should not exist, so that's hardly unprecedented.
Just another hilarious way that DC screws its girls, though I would admit to being incredibly disappointed from a playing POV if they kept Damian paralyzed. The kid has already had a full set of harvested organs. I just pretend he was genetically modified to deal with this sort of thing better.
Belatedly, Barbara has been offered the surgery to fix her spinal damage. She's consistently refused on the basis that the technology isn't available to all victims of crime, so why should she be so special to get it when other, equally deserving victims, don't.
It's a position that doesn't come up a lot in the batbooks because it shows Batman's biggest flaw: Batman is more interested in beating criminals up in the face in a way to act out as the younger Bruce Wayne could not than he is in stopping crime or helping victims of crime.
I'm not going to argue that Damian's randomly having his spine removed and fixed doesn't frustrate me, but to be honest everything in Batman and Robin should be treated as its own separate universe because it just doesn't make any sense.
