It is kind of weird, isn't it? I mean, if it was a ship full of twelve year olds that'd be one thing, but a bunch of adults willingly dressing up as pumpkins or whatever is... just kinda weird.

Exactly - what they;re so excited for is beyond me. Adults - and teenagers, which I thought would be a least a bit more mature - dressing up...and for what? I seriously doubt that the Admiral is planning to have everyone go from cabin to cabin and get candy of all things - that's be truly ridiculous.
Sometimes I wonder if it is him doing it, you know? Or if it's just like, this automated system that makes pre-recorded announcements and hands out cookies when you question it.

Right! I mean, for the guy who's supposedly watching over all of us, a lot of the day to day murder and mayhem of the Barge seems to get past him. But the moment we're all about to be turned into pieces of furniture or whatever? Then suddenly he's paying attention.

Yes, a control sample would explain it quite nicely. As for the people on this Barge...I'm sure someone experimenting would pick people of a not-quite-savory character to test on - no one misses them, and all. Plus, with the Wardens, they make a good contrast to how the Inmates are affected and how they are affected.
