[Yes, he means that. Apparently not everything vanishes, though you should know that already, girl, some people were able to leave goodbye letters after they left. But you never expected to leave so it's okay, he supposes. Now he will go home and get the girls warned... He was determined to get her to go but... It's Haruhi, he wasn't willing to bring up the idea to the girls unless he had some sort of agreement, anyway, Rika and Rena are good at the kitchen and he can help so long as he doesn't try to actually cook something.
