Any suggestions on how to fix scratched glass?

Someone just gave me a TV but was unwise in how they carried it and ended up scratching the screen on cement. In short: a free TV is great, one with scratches on the screen is not so great. But what can I really say to the person who was giving it to me for free?

I now want to fix it. From my research, I'll need:

# 2 tablespoons jewelers rouge (cerium oxide, only the red type)
# 2 tablespoons glycerin
# Electric buffer with firm felt polishing pad

Hardware stores say they don't carry the first 2 items, and I'd prefer to rent or borrow the electric buffer, assuming it's even necessary. Any suggestions? I hope to compare costs of doing this rather than buying an auto glass repair kit.

Oh, and for the sake of clarity, I've ready gone through the toothpaste, vinegar/mustard, and clear nail polish DIY techniques.
