I... don't really know. But the thing he said after that was even more interesting. He said that Grady and the Mayor are just dogs, and that Lucy Smith is the one pulling all the strings.

That's... alarming, but not all that surprising given the evidence up to now. Still, it's good to have an official confirmation... assuming we can trust Sergei Smirnov. As of right now, we have no reason not to.
