Start off with your base. Now, this may be hard. Well not really. But here we go.
Go to Image>Adjustments>Variations. Click Lighten. Cyan, Blue, Cyan then click OK. Now do it again with the same things. It should be there for you all you have to do is go to Image>Adjustments>Variations then hit OK again.

AND make sure the fine/coarse thing is like this:

Now duplicate your newly made blue base and set it to screen at 52% opacity

Make a colour balance adjustment layer. Make the settings as so:
Midtones: +42,0,-30
Highlights: 0,+4,+21
click OK and you come up with:

All you have to do for the next step is duplicate the colour balance layer.

And now for the final step. Make a curves adjustment layer.
RED: 111:85
GREEN: 96:97
BLUE: first point- 132:131
second point- 97:77

and you are FINISHED!!
