You know what to do first.
After that, you will have this:
New layer, fill with #751d1d and set it to Lighten 100%:
New layer, fill with #160b47 ans set it to Exclusion 100%:
Paste this texture
made by ? and set it to Darken 100%:
Duplicate your base,take it to the top, desaturate it and set it to Soft Light 50%:
Add a new layer with white, then use this brush
made by ? and change it to screen 100%:
Add text, brushes or whatever you want, then, add this gradient
made by ? and set it to screen 100%
