Long time no see xDD... yeah... problems with Harvest Moon [my beloved file... I erased that file TOT] and yesterday my vacations ended...
Only 11 days and... Happy B-Day to me *O*.

PSP9. Translatable.
All right, first, do whatever you need to do, then you will have
New layer, fill it with #1b2b4f and change it to Exclusion 40%
New layer, fill it with #d3ddd4 and change it to Saturation 50%
Duplicate your base, drag it to the top, desaturate it and set it to Soft Light 65%
New layer, fill it with white, then, add this brush
and change it to screen, and, Here's your final result
