You know what to do first... right?
Well, after that, you will have this:
duplicate your base twice, set the first to Screen 50% and the second in Soft Light 50%:
now take this texture
made by ? and change it to Overlay 100%:
Duplicate your base, take it to the top, and change the opacity to Hard Light 100%:
Take this texture
made by ? and set it to Screen 100%:
make a new layer, fill it with #160b47 and set it to Exlcusion 100%
Add a border, text, brushes or whatever you want...
And this is the finla result:
