The troop I was with from juniors through cadettes never officially kicked anyone out, but they, with the leader's assistance, passive-aggressived out one co-leader and three girls who weren't in their clique one by one by lying about when meetings were and generally making it clear that those girls weren't welcome. For some reason or other, I was the last girl they got around to doing it to, so I watched it happen to my friends several times (I tried to run damage control to prevent it from happening, but as my allies dwindled, it got harder and harder to protect my own). As the last girl standing, I clung to the troop until we finished our silver awards (these girls were real winners, let me tell you. Most of them refused to go to the silver award ceremony because they didn't want anyone there to know they were Girl Scouts) and bridged to seniors. The second I got home from the bridging ceremony, I e-mailed my troop leader and left the troop. There wasn't another troop of girls my age in my service unit, so I ended up joining a troop of girls younger than me.
My only regret is that I didn't leave sooner. The last year I was with that troop, anything Girl Scout-y I did involving my troop was a living hell. If I hadn't been so invested in other areas of Girl Scouting by then, I would have dropped out for good and never come back (none of the other girls who were made to leave the troop stayed in Girl Scouting). I think that it is perfectly legit to move a girl into another troop if the troop politics are keeping her experiences from being fun.
Part of the reason that my experience was so bad was that the leader fully condoned all of this...in fact, she helped. Petty, mean leaders make for a bad experience, and it was good to get that girl out of there. It sounds like the best thing you can do is get this girl fully moved into another troop and get the two moms to stop speaking.
