You'd have to bleach it two, if not (most likely) three times to get it light enough. And then, few neon colored dyes offered around here stay very long, so you'll have to re-dye it semi-often.

I'm a little....unsure of how well those would work, though. And I bet that they'd last even less time than regular dye.

Oh yeah. I have a streaking-kit for dark hair. Supposedly it'll be bright orange, even on the darkest of hair. Hahaha, we'll see about that.

I've had it for months though, and I've yet to use it. I'm too chicken.
