It looks to me like an animation. Each frame (layer) has a snapshop of the blinkie with each block a different color, each star rotated slightly differently and the moon in a different position.
Try opening the picture in GIMP and you can get an idea of how to put one together just by looking at all the layers (a.k.a. frames of the animation).
GIMP saves animation by having each frame on a separate layer. Then, when you save the picture as a .gif, the program will ask if you want to flatten the image or save as an animation. Save it as an animation and you've got it!!
