Alright, here goes!

Made in PhotoPlus but it's definitely translatable.
Start with our image
Duplicate the base layer, set to "Overlay" at 30%
Make a new layer and fill with this color: Red 163, Green 0, Blue 60
Set it to Soft Light at 40%
Make a new layer and fill with this color: Red 0, Green 203, Blue 212
Set it to Burn at 30%
Make a new layer and fill with this color: Red 29, Green 0, Blue 86
Set it to Subtract/Difference at 60%
I also erased her lips from this layer, but this is optional
Make a new layer and fill with this color: Red 234, Green 173, Blue 124
Set it to Burn at 50%
Add some brushes and text et voila! You're done!
