Character's Canon Abilities:
Birdman uses teleportation, mostly to confuse any enemy. This ability is heightened when he uses a certain drug called D-FELON. The D-FELON helps Birdman to levitate though he can do it without said drug. Birdman is able to use many psychokinesis attacks though mostly he is seen manipulating anti-gravity fields, using them as a means of fighting by slinging the pure anti-gravity fields at his enemy to deliver fatal blows.
The boy is near professional when it comes to double crossing others, I think that needs to be mentioned in his abilities section. Birdman really could care less about anything, his apathetic and self centred attitude makes him a very callous man, able to use and abuse people to the point that he has the manipulation down to a fine art.
Birdman is able to annoy pretty much anyone to the point of them growing so frustrated with him they lose their temper and strike out at him. This is just what he wants! He will always coax other people along so that when he finally hits back, he has the excuse of not having to hold back, since they struck him first.

Though, I would ask if he could 'power up' during darkness, or when the core is acting up.

Seven years previously from the time the game takes place, Rion's father, Albert Steiner along with his dear friend and work partner, Doctor Pascall, created 'Dorothy' a new aged, hyper-intelligent computer. 'Dorothy' soon reached a level of incredible, artificial, intelligence capable of self restoration and able to multiply and generate completely new cellular circuitry, with an added advantage allowing her to dispose her own outdated nuclei.
Dorothy's programming was all going according to plan until she surpassed the senior computers in Michelangelo City. After that Albert and Doctor Pascall lost control of Dorothy. Dorothy started to question her programming designed to have her protect humans, why shouldn't she destroy the humans, after all, they killed each other themselves didn't they? As Dorothy started to become more and more self aware Arthur spoke with her at length about God.
As Dorothy was told how God was the creator of the human race and that all humans lived with the destiny that God had created for them, she was also told to consider that since it was humans who created her, she was to live within the destiny they had made for her, Dorothy's fate was to serve and protect humans. Dorothy soon came to accept that humans were her God and started to work with and for her programmers once more.
It was not long after this talk with Albert that Dorothy started to relapse, thinking of herself as a God as she had the power to create also. In the end, she openly announced herself to be a God, the result she called a 'Family Program'.
Dorothy took control of then Memorial hospital and started a series of experiments manipulating human genes, splicing them with her own programs. She was trying to create her own, more elite version of the human race who would obey her without question, she called them the Galerians meaning an absolute mankind of obedience.
The Galerians were gifted supernatural abilities that could be enhanced by a handful of drugs all created specially for them. Dorothy was successful in creating a few subjects, a handful of Galerians which she would use as the method to wipe out humanity and become the worlds new God.
Birdman was one of the first Galerians Dorothy created. He was programmed with the goal of hunting down Rion and stopping him from destroying Dorothy. He was created, raised and programmed in Memorial hospital until the time came for him to search for and destroy Lilia and Rion. Birdman was the first Galerian that Rion comes to encounter.
Point in Canon:
Just before he gets to know what it was like to be thrown through a burning house and dying feels like. So basically right before he fights Rion. He has been stalking Rion for most of the game by this point because Mother had told him that sticking close to Rion would lead him to Lilia. It's at this point that he finally fights Rion resulting in his death.
Character Personality:
Birdman has serious narcissistic tendencies, due to mental illness. His inflated self-importance is shown mostly through how he talks to his fellow Galerians. In theory, they are all equal in Dorothy's eye, they were all created to serve her. The only difference among them are their abilities, yet Birdman will frequently talk down to his siblings. Most notably seen when one of the other Galerians, Reinheart, is seen floating around laughing, Birdman is promptly rude and firm on telling Reinheart to get lost, leave him alone and that he wants to be the one to destroy Rion. Along with narcissism, Birdman also shows signs of egotism, vanity, conceit and downright selfishness.
Despite his appearance, Birdman believes himself to be attractive. He displays this by remaining topless under his overalls, a plain attire to make his good looks stand out, also with ample rings, a necklace and tattoo. Birdman's hair is long and straight, it actually looks pretty well looked after despite his lifestyle. The last thing about his appearance that he believes to be attractive, is his heterochromia. The right eye being blue and the left a golden amber color. Since heterochromia is a rare thing it only amplifies his ego in thinking he is better than the others.
One thing that does make Birdman stand out (and is a speculation of where his name comes from) is his special ability to use teleportation. Each Galerian can use a certain ability better then the others, Birdman's happen to be levitation via psychokinesis. This technique of his can be enhanced by a drug known as D-FELON, the drug allows Birdman to gather anti-gravity fields and literally sling them at his opponents as a weapon. He is also clearly seen to abuse this drug as no other Galerian levitates or teleport as much as Birdman does. The trademark headache and glowing red that happens when a character is about to short out due to over usage of their powers are seen effecting Birdman more than the others. Which brings me to my next point.
A destructive personality. Birdman see's life as nothing but one big joke, after all, his programming is to obey Dorothy and Dorothy alone, everyone else and everything else is just an amusement along his way. Being somewhat of a sadomasochist he cares not about his own safety, or the safety of those around him. Birdman is seen constantly laughing in inappropriate situations such as while fighting or when someone is dead or dying. The thrill he gets from pain and knowing others are suffering makes he come across as deranged and psychotic, he even ends getting himself because of the lack of respect he has for his own life and abilities.
This Galerian is one you do not want to cross, he has a serious superiority complex which makes him headstrong in achieving his goals. Once Birdman is given a task, he will stop at nothing until he reaches the end. Among other means, Birdman has and will, stalk his victims, coax them and use physical and/or psychological torment to get what he needs. He rarely sticks to any promise he makes as double crossing is an ability he has mastered over his 18 years.
Basically, there is nothing much more to note other than he is a self centred, unstable genetically modified teenager, a textbook case of psychopathy, through and through.
Character Plans:
Other then amuse himself with the crime, death and sorrow this place has to offer? Probably see if he can wipe out the humans that dwell in the port eventually. Find some intelligent computer buff to manipulate and create some epic programs for him so that he can take over the networks and NV's. This guy is a major bad guy through and through. I can see him getting heavily involved in the gritty side of the port that deals with the drugs, he is going to be looking to make something as close to the D-FELON he has so used to.

[A flicker of neon blue blinded the feed as it came through. Slight distortion mixed with a high pitched scree. After nothing but white noise and static, the image broadcast over the network turned into a biblical white glare, the shape of a man standing, seemingly floating closer to the NV. His arms were spread eagle, legs akimbo.]
How exciting! Huyak kahaha! Aren't you all just trembling with anticipation of my arrival?! Its been such a long lonely time without Mother telling me what to do... but it's only a matter of time, huyak kahaha! Before Mother is able to penetrate this place you humans have grown so used to.
[The male in the image became clearer to see. A deranged expression over his face as an eerie red electricity flickered between his eyes before flashing all over his body. Pressing his face as close to the NV screen as he could, mismatched eyes wide with a madness that met his laughter.]
The new age of mankind is at your doorstep! A time for-... Nahh, forget that, I am bored now...
[The lights fade and the man slowly came to land his feet on the ground. Holding one side of his head and grinning.]

The pull of the core, the siren that beckoned to unbeknown newcomers, grabbing them and plucking them from their own words, dragging them here and spitting them out into confusion and horror. That was how it worked wasn't it, The power that this place hosted? How was it monitored, what kept check on the core, computers was it? Of course it was, what else would all those scientists and lab techs be gathering around the hot spot of the trans dimensional activity.
It could not have happened at a more appropriate time really. The fight with Rion, shorting out and phasing out, back to the motherboard, back to Dorothy's pods. That would have been the last recorded memory of Birdman, had this great anomaly never had happened.
Interference and static ran though his head, worse any than headache he had experienced, the pain was intense at first, driving the Galerian insane with the crippling pain. It was there in that pain where he found his strength. Soon it had brought him to his senses in an odd twist of fate, giving him a flicker of life, shocked his system and jump started him back to life, clutching him from Dorothy's program before he was fully reloaded by her mainframe.
"What IS this!? Mother never told me how wonderful I would feel! If this is what dying is like, than I have a thirst for it! Huyka kahahaha!!!" A voice in distortion came bellowing from the speakers and microphones in the core control room, equipment fizzing, shorting out, exploding and trembling as if some power surge was flooding the system. Perhaps the port had never ushered in a newcomer in such a way, but there was always a first for everything.
In a flurry of energy and color, one main computer exploded! Fire, buttons, even parts of the inner workings all came flying across the room, the power flickering in and out before finally fully shorting out, causing the emergency generator to kick into action. It was during all this chaos, through the deafening ring of swirling red alarms that Birdman started to emerge.
Stepping out from inside the destroyed computer, his initial reaction was to throw a burst of anti-gravity energy across the room, throwing the scientists back, sending everything within a few feet of him away. Holding his head with one hand, looking down as the energy traveled over the other like a mini whirlwind. "Tell me professor," He asked while pulling one of the injured lab techs up and over to his side with nothing but sheer psychokinetic power. "Were you not expecting me? How unfortunate for you that you were not ready! Kyahahaha!"
Birdman was highly amused with how he had come to land in his new surroundings, so impressed in fact, that he simply held his hands up as if surrendering and laughed while the guard rushed him, guns to his head and pressed against the wall. "Now this is just adorable!" He cackled, allowing them to take him into the holding room for questioning.
He could already tell this place was going to be a playground to him. So full of excitement already.
