[assuming Sylvia is still with RB at the docks, he's probably standing with her, a worried expression on his face.] Sylvie. D'you happen t'know where th' hotel is? Ah want you t'head there -- people who're avoidin' th' bunker or have managed t'escape are headin' there. It looks like it's safe.
[after this he turns his radio on, pausing to think of what he wants to say before speaking.] Ah think what we need is a group of people strong enough or armed enough t'take these things on an' flush 'em outta there without harmin' th' ones trapped inside. If we just try t'get th' people out, it's gonna pose a lot more danger to those tryin' t'rescue 'em an' t'those bein' rescued, an' even if it doesn't it means we're gonna lose yet another place t'actually stay on this island. It's a risky gamble, but we ain't makin' any real progress with what we're tryin' right now. Anybody up for th' idea?
