A FRII user has the ability and right to change their password. There is likely a webpage at which this can be done, and it can also be done by logging into the "shell account." FRII will not know the password a user has chosen and really doesn't have a way to retrieve that information even if they wanted to. However, a "superuser" (a System Administrator) can override the need for a user's password by using the administrative password/account if they so need. Most sysadmins will not abuse their administrative priveleges though, and it is unethical to read a user's email without their knowledge and consent and thusly this is not generally practiced by sysadmins (and really, with hundreds of users accessing their service, why would they want to in the first place?).

Your dad does actually have a good point in wanting to make sure his account information is secure, and it is generally recommended by most service providers that one changes one's password the first time one logs in to the service. I'm actually surprised there wasn't information regarding why/how to do so in whatever welcome letter/package FRII gave him! The main reason to change one's password from the default is that written records may have been kept in which that password was recorded. If a user loses or forgets their password, generally a new one is assigned once their identity is confirmed.

Of course, I would advise your dad to read the FRII webpage on which that very question is addressed. He can also call their customer support 24/7 at (970) 212-0700 (which is also on their webpage).
