Not just him (possibly his advisor),,it is his dissertation committee. Not always a friendly pack, and I have seen them be difficult to work with. In niggly ways.

So, with a mountain of fieldwork and primary sources, the thesis committee turns him down. Is that standard academic practice, or is his committee just a bunch of *ping!* ?

I forsee said thesis committee getting firsthand experience of steel-age customs and legalities.

Okay, that's fair. I would hope that Asher wouldn't commit a generalization error like that in his work, though, without having appropriate comparative material to work with. Considering what he has, he should be able to produce an (inter)stellar thesis/dissertation, though.
