It seems that to leave the country one needs a passport.  However, to get into any other country, particularly if you plan to stay for any length of time, one must acquire a Visa by going through lots of annoying channels and scheduling appointments months in advance.  The best part is how you need to fill out 'two to three' applications, and photocopies are not acceptable.
Better news, this entire process could be made obsolete if my father were to pursue joint-citizenship with Italy, which we qualify for, because then I would have an Italian passport and be able to travel in Europe at will.  Unfortunately I do not think this is going to happen.
