Right, and the educated people should know that before getting that vaccine, however there is no vaccine that I am aware of that can guarantee that the person will never get that disease, chickenpox vaccine fails sometimes, as does the flu as does every other one.
Also, the majority of vaccines have/had aluminum in them, there's really no way to know it's effects until much later. Just like the old mercury vaccinations, mercury itself is toxic but out of all the people vaccinated with those older vaccines most do not have any adverse effects.
Also, the downward trend in cervical cancer cases is because young women with HPV are getting their PAPs, and the abnormal cells that can lead to cervical cancer are getting caught and therefore treated early.
However, by making it mandatory insurance companies will be forced to cover it, therefore making it cheaper for those with insurance. Also, most communities have free or cheap immunization fairs so those who have no insurance or could not otherwise afford the vaccine can get the immunization much cheaper, and those are a lot of the people developing cervical cancer, the young women who are too poor to get PAPs or if they get them are too poor to pay for the treatment needed to combat the dysplasia.
