Yes, it depends on a few things like monster stats, bard songs, etc, but it's also just easy to understand the bonus given by togi (just a straight boost of acc and atk), while osode is often underestimated because it gives bonuses on many additional things (like critical hits, base fSTR, plus all the defensive stats etc).
The small increase in damage from the extra 15 attack and 5 accuracy over osode is generally made more insignificant by the extra damage boost of STR and DEX (and in some situations where ATK is capped due to bard songs for example, osode will do more damage because fSTR won't be capped and critical hit increases are also extra uncapped damage).
Being pretty much equal in terms of damage, Osode is much more handy to have because it has tons of defensive or otherwise useful stats (light+50 to resist damage from many light based moves, AGI for guards and kick activation as I showed in previous tests/entries, MND for chiblast, INT and MND for resisting magic and enfeebles, mp when subbing mage jobs, etc).
If you want to get it more for completeness, it's not terrible, you can try to swap it in situationally (although I would keep osode in most situations, even if you wanted to use it for TP and were never getting hit, you lose extra crits, extra chances at kicks and TP and the extra fSTR boost). You can look at your current accuracy and effect of atk+15 by playing around with equipping only either osode and no back piece or am+1 back and no body, and seeing which one you like more.
