Article II, Section 3:
"He shall from time to time give to the Congress information of the state of the union, and recommend to their consideration such measures as he shall judge necessary and expedient; he may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper; he shall receive ambassadors and other public ministers; he shall take care that the laws be faithfully executed, and shall commission all the officers of the United States."
US troops won't be used to stop illegal immigration:
"WASHINGTON - US National Guard troops being sent to the Mexican border will be used to stem the flow of guns and drugs across the frontier and not to enforce US immigration laws, the State Department said Wednesday."

"We have explained the president's announcement to the government of Mexico, and they fully understand the rationale behind it," Crowley said.
Если у Вас сомнения что это происходит потому что Мексика против, то прочитайте их заявление в Мексиканском посольстве:
"Additionally, the Government of Mexico expects that National Guard personnel will strengthen US operations in the fight against transnational organized crime that operates on both sides of our common border and that it will not, in accordance to its legal obligations, conduct activities directly linked to the enforcement of immigration laws. "
"legal obligations"? у National Guard есть legal obligations не выполнять закон Штатов а тем более федеральные законы для защиты которых они и были созданы? Сурьёзно? А у президента есть право выбирать каким законам он хочет следовать, а каким нет?

"legal obligations"? у National Guard есть legal obligations не выполнять закон Штатов а тем более федеральные законы для защиты которых они и были созданы? Сурьёзно? А у президента есть право выбирать каким законам он хочет следовать, а каким нет?
