Note: This is slightly disjointed and not in any sort of order. I apologize for this, but these I'm writing these down in the order they're hitting me.
Kintostown is, by all accounts, a fairly large and populous town. Kintostown was named after its ruling house, the House of Kintotech1. Particularly strong Sparks who quickly sided with Wulfenbach when he instigated his Peace. Kintostown was the one of the larger suppliers of the Clanks that the Baron used (Note: In this AU only, unless they happen to come up with a Kintostown, which'll be creepy).
However, Kintostown's location towards the southern part of the Girl Genius-verse's version of Germany put it in a strategic place as far as the Southern Alliance was concerned. Not to mention the Clank supply.
Unfortunately, with Lord Fennix's death, the production of the Clanks has slowed incredibly. Most of the minor sparks in the town followed Fennix's orders on how to construct them--and not supporting the alliance, most of them fled town when it was occupied.
Prior to Fennix's death, however, Kintostown attempted to remain largely neutral in the affairs of the Heterodyne/Wulfenbach and Southern Alliance war, to the point that Fennix used his town's defenses to attempt to establish a demilitarized zone within the bounds of his city's boarders. For refugees and those who wanted to flee the chaos of war.
To a point, this worked. Fennix's Clanks tended to deter attackers and were able to defend the town from attack in fighting alongside humans.
It's this example that Bella follows. Trying to save the people caught in the middle of this war. She supports the Heterodyne/Wulfenbach Alliance because she knows they want peace. The Southern Alliance of Sparks' motives aren't largely known.
It should be noted that Bella is the younger of the two children. The House of Kintotech follows(ed?) a line of succession that gender doesn't particularly matter, whichever one's of the original blood, and the eldest. 1The reason their last names aren't 'Kintotech' are due to the fact that a Lady of the House married a fellow by the name of Fennix several generations back. The House retains the older family name for recognition.
Stephen Fennix is the elder of the two, and as a result, the Heir Apparent. Whether he's alive or in any condition to take command is unknown. Bella believes he's been captured by the Alliance, or he's possibly joined the alliance. She's not entirely sure which it is, except a lot of evidence (the Kintostown Clanks being used in the field, in particular) makes her believe the latter of the two more than she really likes to think about.
However, in the event of his death or overwhelming evidence that he's betrayed the family line, Bella would be next in succession. The fact that she can also command the Kintostown Clanks with her Madness voice is also a large threat (This is a safety feature that nobody's figured out how to disable).

Kintotech Castle was a massive fortress--not near as impressive as
Castle Heterodyne, but an impressive thing in its own right. The explosion destroyed most of the ground level labs--in particular, Lord Fennix's laboratory being the center of the explosion. The cause is unknown, or more likely covered up. Aside from guards stationed, the castle itself remains largely untouched on the inside.
The castle itself is a typical sort, with a large clock tower standing tall out of the front gates. Behind the clock face is the symbol of the House of Kintotech. The winged gear with the K struck through it. There's also a large lightning rod on the top of the clock tower. It's frequently struck by lightning, and is used as a secondary power source. One of the previous Lords of the House found it 'particularly dramatic'.

Bella's Breakthrough kicked in when she was sixteen. The resulting explosion (it involved the now disproven theory of 'everything is better with death rays', it is now the theory: 'everything is better with death rays--except a death ray itself') is what cost Bella her arm to her elbow and her leg to her knee.
Lord Fennix, not to be deterred by this, constructed the original mechanical arm and leg attachments that are grafted to Bella's arm and leg. From the elbow down, the arm itself is interchangeable, and from the wrist down, her hand is also interchangeable with a variety of devices.
Bella's mechanical arm, to note, while bulkier and possessing only four fingers, is the correct length proportion-wise. It's the same overall length as her organic arm.
The same applies to her leg. And these are about the sixth or seventh version of both of them. The last version known to be constructed by the late Lord Fennix.
To get in and out of clothing, Bella has to detach her arm from the elbow down, and the leg from the knee down, since both are too bulky to fit through sleeves and pantslegs respectively. She usually then cuts the clothes to fit properly. Slicing off trousers past the knee and shirts off at the shoulder. She wears the shoulderguard out of family pride, as she's one of the two surviving individuals of her House.

To contrast, Stephen Fennix's breakthrough occurred at a similar age and cost him his eye.
