From what I know they're used for lighting a scene.

the white reflects any lights to brighten scenes up

I'm pretty sure they are mostly used to reflect the light onto the actors so they are less shadowy. I haven't used them much myself but that's what i'm guessing they do with it.

What you say makes sense. I just know very little about photography/filming. It's all Greek to me;)
