Drove the Chevy to Levy

Has anyone ever had a levy placed on their bank account? A friend of mine (really it's not me) checked his checking account online and noticed a very large and disturbing debit to his account. After calling the bank he was told it was a levy. He has no idea who it is from and did not receive any debt collection notices for the amount debited? What really sucks is his payroll deposit went in last night and the account is frozen so he can't get any money out.

I did a little research online but would appreciate any insight/advice especially from any lawyer types.
