I don't know if this Kimbley person is a sissy, since the way the Generalmajor spoke of him sounded like he might be a dangerous person even without these powers.

Though I must say it was quite dirty of him to use them like this...

If you have to rely on anything other than your own strength to defeat your enemies, you're a sissy and a fucking coward. If this weakling managed to beat down Armstrong on his own terms, that'd be a different story.

You should wait for the Generalmajor to contact you once she's better and ask her for more information on this person.

But if you're in a hurry, the best would be to go visit her. I believe only her hands suffered in the attack, but that makes using phones quite difficult.
