it needs to just rain. and pour it all out at once. you cannot spit tiny sharp bits of ice all day and expect to ever have a sunny day. it has got to open the gates, torrential rain, flood the flood plains and fill the lakes back up. Then the clouds will be exhausted and then all that can happen is sunshine.
