[the feed switches on, and there's a sense of urgency to the squeaks this time.]
We have normality! I repeat, we have normality! So anything we cannot deal with has now become your problem!
[a pause. the squeaker gets him or herself under control.]
As you might be aware, there has been a terrorist attack on the S.S. Thor. Someone broke into the newsroom - threatening the poor workers with swords and clubs - and are making entirely unreasonable demands.
The S.S. Thor is under state of emergency until this problem can be dealt with. Everyone please return to your rooms and stay calm.
[and the feed is promptly shut off.]

The situation is as follows: Katsura and Gintoki broke into the newsroom and took over, broadcasting their demands to the entire ship. And while they figure out how to deal with this, the captains are declaring a state of emergency. After all, they want to avoid the place blowing up. They vogons are such good workers.
Later tonight, another message from the captains will be broadcast, announcing a press conference. This will go up sometime this weekend, and all characters will have the chance to ask them questions. Feel free to prepare some!
During the state of emergency, huge aliens will be patrolling the ship at all hours. At first, everyone will be expected to stay in their rooms (which doesn't mean they will, of course). After a day or so, they will start delivering food to keep everyone placated. The security will slowly let up, but the situation means that no new missions are being handed out to refugees due to, 1) there being an emergency and 2) some of them being terrorists and obviously not trustworthy.
