[So both England and Chihaya are over by a lake over in the gardens, where Chihaya is standing on top of a rock, taking a look at the water ahead of him, a hand to his chin to contemplate just how to go about this.]
I think this can work!
[England stands next to the rock, still looking at Chihaya skeptically. He's rather curious as to how he'll do this, at the same time wondering if he really can. On the other hand he'd like to see some rain…]
Should I... uh, do something?
Oh, no! That's okay! Just sit back and relax!
[Chihaya winks and holds an arm up nice and high, testing the wind currents. Since the air is coming from inorganic sources, it's a bit easier to predict. He twirls his hand around, fingers pointed straight out as he tries to make the water molecules already in the air combine. While working on that, he starts heating the lake just enough so there's a bit of evaporation without hurting any of the wildlife. The process is slow, but sure enough a nice big cloud starts to form over the lake]
[At first England just stares at him, then at his outstretched arm, for a long while. This is all starting to look like a fluke to him, until he looks over at the lake and sees the cloud hovering over the waters.]

I have to cool things down a bit, so please be ready!
[Chihaya's dark wings unfurl behind him as he uses more of his power to guide in another gust of wind from one of the cooler vents around the ship. The cloud turns just a bit darker]
Did, um, did you want thunder, too?
I'm not--
[He stares at the cloud in complete shock and amazement. Right now he won't really be picky about it, and considering how impressed he is he probably won't notice the thunder when it does start raining. Well, unless it's a huge thunderstorm.]
[Meanwhile, Chihaya's obviously having waaaaaay too much fun with this, as he brings his hands towards one another, forcing the clouds to collide. Cue gigantic KA-BOOM!
…And of course the torrential downpour!]
[And here, have England, still staring wide-eyed. He can't even tear his eyes away long enough to look at Chihaya. He flinches slightly at the thunder but other than that, just… stands there, hearing the rain fall to the ground, and on his head.
He tilts his head up, eyes closed, as the drops hit his face. There's a small laughter there somewhere, but it's lost amidst the splatter and the thunder. This is all sorts of amazing.]
[With a smile Chihaya jumps down next to England, his wings spreading to cushion the landing]

[England looks to the side and starts-]
Yes, it's am-- [- and now he's staring at Chihaya. Cue an eyetwitch as he looks like he's about to have a heart attack anytime now, lifting his finger up to feebly point at the wings.] W-what's--
What's wha- [OHSHI- HE FORGOT]
D-don't be afraid! These are just my wings! [OH GOD WHAT IF HE THINKS HE'S SICK OR EVIL BECAUSE OF THE COLOR AAAAUUUUGGGGHH]
[England is not so shocked at the colour just yet, but the general idea that, well…]
