Here's what I learned while speaking with representatives on Magrathea.

* The project of reconstructing a planet is, as assumed, both costly and lengthy. I don't need to go into detail, but the price is high enough that even I had to look at it twice, and the time it takes to reconstruct would put us well into our adult years.

They seemed to make a big deal about doing the entire operation themselves.

That doesn't necessarily rule it out completely, but it's safe to say that it's not a major factor any more.
