I just noticed, there are people living in better rooms who are pretty new and have low wage, just because they're bumming. Isn't that a bit unfair for those who have been in the game for months and got there by good ol' working? =P
While at first glance, it does seem unfair to those characters who have to work their way up the ladder, the characters that are moved up through bumming are done so ICly, and on a case-by-case basis. Friends and some canonmates are naturally going to want to live together where possible, and while they can't do it 'officially' because of how the cheaper rooms work, there's nothing preventing them from being 'unofficial'. As there is no IC reason this wouldn't be allowed by the NPCs on the Thor itself - since they don't really care who lives where as long as the rent is being paid on time - it's not something we can fairly enforce OOCly.
But now I wonder: Shouldn't that mean that I could have three or more muses with low wages paying the rent of a high level in group? After all, they're renting just one room, and "they don't care how many poeple live there".
The description of the apartments says that "the room is separated in two". Does it mean that even if you have your own kitchen, bathroom, etc, the living area is still shared? I got the doubt because the two halves are listed separatedly here, but it's still not getting the room for yourself, right?
They're separate in the sense that condominiums are separate. Each is its own complete, private unit, but you can still hear your neighbors on the other side of the wall if they're too loud.

Anyway, the lists are posted sporadically about the floors, and each individual cabin will have a list of the residents on the door.
