The power yes, he is quite weak compared to a god, but he is capable of trickery. And Eros is quite capable of being tricked into things.

Do you have any evidence that Gin was involved? From what I've been able to determine, most refugees who leave the ship do so suddenly and without any foreknowledge on their part.
