roses won't bloom?

Hi,

I apologize in advance if you get this question a lot but I did read through the rose tag but didn't find anything that might help...

I'm an old hand at gardening but new to roses. Recently moved into a place with rosebushes that are maybe 6-8 yeas old and have been left to grow wild over the past 3-4 years (so, I don't know what variety or color since I didn't see 'em bloom). They haven't flowered in the past year and I was wondering if there was any way to salvage them.

It seems like the area has enough sun (it faces full west) and the roses did bloom in the past so I don't think it's a light issue. No one's been taking care of them so they might not have got enough water. I also saw some mildew on the leaves, but I'm not sure if that leads to lack of blooms. They also obviously haven't been pruned in years.

Among my reading up on common causes of not flowering, I saw that most roses tend to be grafted and if the stock survives it will just be large and bushy and leafy and not flower and the only suggested remedy for that was to dig up the rose bush. Is that my only/best course of action?
