Moving my garden and starting a new one

In October of this year I'm moving from northern Illinois to the New Orleans area. I've been told by some non gardening friends down there that the soil is a little funky and can be hard to keep up my favorite plants. But, well, they don't garden. So who knows. (Hopefully you folks?)

Is this true? I grow mainly roses, but I love having a kitchen herb garden, hollyhocks, gladiolas and tulips. Does anyone here have some good resources about the difference in growing up here and down there?

Additionally, I'm moving my roses eventually. First about 30 minutes to my mother's, then down with me. I can leave them here to overwinter, but there's a gap of about two weeks to a month between exiting my old place and leaving for the new. Should I overwinter them here, or should I shock them twice in rapid succession like that?
