Jay's central conflict is this: After getting to/making some kind of lifepod, he lands on the surface of Calista. He is rescued by a group of local natives.
Calista is restricted because the natives are very low tech, and there is an orbital station observing them.
Jay, to survive, winds up sharing knowledge that boosts the tech level of the tribe that rescues him.
The observers in the station are horrified when they discover this. It invalidates decades of research and spells the potential end to dozens of careers. Billions of dollars of grant money is in peril, which greatly disturbs some of the station elite who have siphoned off enough to make their virtual exile here quite comfortable.
A meeting is held. Decisions are made. Jay will have to die, and the tribe he's befriended must be wiped out to insure that the observations can continue unabated.
