Very simple wallpaper about the possibility of Romana coming back, after the all cracks-in-time arc, obviously referring to Romana's portrait with the face of a fractured clock in City of Death.
I just hope it was not just a funny continuity thing, but something a little more serious, like...Romana actually coming back, you know.
